G-8 leaders agree on temperature cap
L'AQUILA, Italy - Targeting global warming, leaders of the world's richest industrial countries pledged Wednesday to seek dramatic cuts in greenhouse gas emissions by 2050 to slow dangerous climate change. They agreed for the first time that worldwide temperatures must not rise more than a few degrees.
However, their goals are nonbinding, and it's far from clear they will be met. The wealthy nations failed to persuade the leaders of big developing countries to promise to cut their own fast-spreading pollution, unable to overcome arguments that the well-established industrial giants aren't doing enough in the short term.

Greens Celebrate Cap-and-Trade Victory - Cautiously
Environmentalists savored a long-awaited victory on Thursday when the carbon cap-and-trade bill fashioned by Democratic Representatives Henry Waxman and Edward Markey passed out of the House Energy and Commerce Committee, putting it on the road to becoming a law.
Supporters had to withstand more than 400 amendments filed by Republicans during the markup of the bill this week, but it's now possible the U.S. could see climate legislation go into effect by the end of the year.

On Feb. 17, the Obama administration tossed in $40 billion worth of matches.

WASHINGTON (Reuters) - President Barack Obama and Democratic lawmakers reached agreement on Tuesday on a legislative proposal designed to stimulate U.S. auto sales, which have fallen to near 30-year lows.
The one-year plan crafted by members of the U.S. House of Representatives would offer vouchers worth up to $4,500 for owners to replace their less fuel efficient vehicles for models that get better gas mileage.

Sen. Reid optimistic on climate bill progress
WASHINGTON (Reuters) - The U.S. Congress will make enough progress on climate change legislation this year to boost prospects for success at December's Copenhagen summit on cutting greenhouse gases, Senate Majority Leader Harry Reid predicted on Friday.
"I think we're going to have by the end of this year something that we can take to the ... conference that will be held in Europe," the Senate's top Democrat told a round-table discussion with reporters, lobbyists and industry officials.
